On Monday, August 11, the United States Mint will begin shipping 2025 Stacey Park Milbern quarters to Federal Reserve Banks and their coin terminals for distribution into circulation. This coin marks the fourth of five unique quarter designs for this year and the nineteenth overall in the U.S. Mint’s American Women Quarters™ Program.

Stacey Park Milbern (1987–2020) was a disability rights activist who helped shape the disability justice movement. Born with congenital muscular dystrophy, she began advocating as a teen and went on to promote intersectional approaches to activism. Her work centered on marginalized communities, mutual aid, and accessible crisis response. Milbern died on her 33rd birthday, leaving a lasting legacy in the movement.

"As a pioneer for disability justice, she empowered and revitalized others," noted Kristie McNally, the U.S. Mint’s Acting Director. "We hope this design reflects her youth, purpose and compassion."

The reverse shows Milbern speaking to an audience, one hand near her trach and the other held palm up — a gesture of open dialogue and allyship. Inscriptions read "UNITED STATES OF AMERICA," "E PLURIBUS UNUM," "QUARTER DOLLAR," "DISABILITY JUSTICE," and "STACEY PARK MILBERN." Designed by Artist Infusion Program member Elana Hagler and sculpted by Mint Medallic Artist Craig A. Campbell, it aims to capture both her fierceness and gentleness.

The obverse carries the common American Women Quarters portrait of George Washington, sculpted by Laura Gardin Fraser in 1931 to mark Washington’s 200th birthday.

Circulating-quality Milbern quarters will be offered to the public beginning Tuesday, August 12, at catalog.usmint.gov, in three options:

  • Two-roll set — $42
  • Three-roll set — $63
  • 100-coin bag — $47.25

The three-roll set includes a San Francisco Mint roll, which is rarer because, unlike those from Philadelphia and Denver, these coins are not released into general circulation.

At the start of the four-year, 20-coin series in 2022, the trailblazers honored were Maya Angelou, Dr. Sally Ride, Wilma Mankiller, Nina Otero-Warren, and Anna May Wong. Quarters released in 2023 extended the celebration of the accomplishments and contributions made by American women by honoring Bessie Coleman, Edith Kanakaʻole, Eleanor Roosevelt, Jovita Idar, and Maria Tallchief. The 2024 quarters pay tribute to Rev. Dr. Pauli Murray, Patsy Takemoto Mink, Dr. Mary Edwards Walker, Celia Cruz, and Zitkala-Ša. In addition to Dr. Vera Rubin, quarters for 2025 celebrate Ida B. Wells, Juliette Gordon Low, Stacey Park Milbern, and Althea Gibson.
