Stacey Park Milbern Quarters Available in U.S. Mint Rolls and Bags

The United States Mint is releasing 100-coin bags, two-roll sets, and three-roll sets at noon ET today featuring 2025 Stacey Park Milbern quarters. Each product contains quarter dollars struck in circulation quality with options from the Philadelphia, Denver, and San Francisco Mints.

All feature Milbern as the nineteenth honoree in the U.S. Mint’s American Women Quarters™ Program. The series began in 2022 and concludes this year with its final five designs.

Stacey Park Milbern (1987–2020) was a visionary disability rights activist and leader. Born with congenital muscular dystrophy, she found her passion for advocacy as a teenager. She was appointed to North Carolina’s Independent Living Council and Commission for the Blind, where she helped pass a law requiring disability education in schools.

Milbern co-founded the disability justice framework, centering marginalized voices, and championed independent living for those transitioning from institutional care. Her speeches and writings inspired empowerment and inclusion. In 2014, President Obama appointed her to the President’s Committee for People with Intellectual Disabilities. During the COVID-19 pandemic, she organized a mutual aid network to support isolated disabled individuals.

Stacey Park Milbern Quarter Designs

Appearing on the reverse (tails) is a design depicting Milbern addressing an audience, captured in a moment of thoughtful expression and powerful communication. One hand rests near her tracheostomy tube, a detail honoring her lived experience as a disabled person, while her right hand is extended, palm up — a gesture symbolizing openness, dialogue, and the fostering of allyship. The composition conveys a sense of shared understanding and the collective effort to build a more inclusive society.

Encircling the image are the inscriptions "UNITED STATES OF AMERICA," "E PLURIBUS UNUM," "QUARTER DOLLAR," "DISABILITY JUSTICE," and "STACEY PARK MILBERN," affirming her legacy as a national leader in the fight for equity and justice.

The reverse was created by United States Mint Artistic Infusion Program Artist Elana Hagler and sculpted by Mint Medallic Artist Craig A. Campbell.

The obverse (heads) of all coins in the American Women Quarters Program features a design by Laura Gardin Fraser, one of the most accomplished female sculptors of the early 20th century. Her portrait of George Washington was originally created to commemorate his 200th birthday. Although recommended for the 1932 quarter, it was ultimately passed over in favor of John Flanagan’s design. Fraser’s long-overlooked work now appears on these quarters, honoring her artistic legacy.

Obverse inscriptions include "LIBERTY," "IN GOD WE TRUST," and "2025."

Quarter Products, Prices and Ordering

Stacey Park Milbern quarters are available in the following product options at the listed price points:

  • Two-Roll Sets – containing 40 quarters each from the Philadelphia and Denver Mints ($42).
  • Three-Roll Sets – containing 40 quarters each from the Philadelphia, Denver, and San Francisco Mints ($63).
  • 100-Coin Bags – containing 100 quarters from either the Philadelphia or Denver Mint ($47.25).

Product limits are set at 7,000 for the Two-Roll Sets, 18,625 for the Three-Roll Sets, and 8,250 for each of the 100-Coin Bags. Additionally, initial household order limits are three for any of the rolls and ten for the bags.

As typical, the Mint noted that "because of overwhelming demand, much of the production of the three-roll sets is accounted for through subscription," leaving only a limited quantity available for direct purchase.

American Women Quarters Program

Authorized by Congress through Public Law 116-330, the U.S. Mint’s American Women Quarters Program began in 2022 and concludes in 2025 with a total of 20 coins, each celebrating the achievements and contributions of women in American history.

2025 quarters recognize:

  • Ida B. Wells – Investigative journalist, suffragist, and civil rights leader
  • Juliette Gordon Low – Founder of the Girl Scouts of the USA
  • Dr. Vera Rubin – Pioneering astronomer known for groundbreaking work on galaxy rotation
  • Stacey Park Milbern – Disability rights activist and co-founder of the disability justice movement
  • Althea Gibson – Barrier-breaking athlete and the first Black player to compete in international tennis

In addition to circulation-quality rolls and bags, these quarters will be included in U.S. Mint clad proof sets, silver proof sets, holiday ornaments, and uncirculated coin sets. Philadelphia and Denver Mint Stacey Park Milbern quarters also enter general circulation through the Federal Reserve Bank system.
