The bulk buyers pay $14 per coin to be graded, cheaper than a regular Joe(me). The bulk buyers pay $18 per coin for First Strike designation, no cheaper than Joe/me. What is not known (to me)is the price per coin that the Numi-bulk buyers pay. My guess is that they pay much less per coin than retail.
Did PCGS ever make a white label? Yes, year #1 of their enterprising, capitalistic, and deplorable venture. Back in 1986. That&#039;s my amateur take.....

I think there are no white PCGS First Strike labels. The exception would be those special labels with a signature, the Air Force, and those &#039;Struck At&#039; labels. However the 2 latter labels have a colored bar(25%) at the top.
The label that you posted above is a faded label(7 yrs). There&#039;s some leftover blue ink on the top, L&#038;R perimeters--Take a look below--Same exact coin as above, just bigger.

The “W” version for $119.95 appears to be a pretty good price, since an ungraded version can be p/u mint direct, for $100.95, including shipping, US mint direct. Unless you subscribed or have qualified for the Mints “Loyalty” program, of course. Question, should we expect or will we see, either the W versions go up or a slight price decrease on the S versions. I ask, as we or many are aware, the “First Strike” labels do seem to fetch a little more on the secondary market, than the other generic(non-flag labels) or even, those plethora of “other” available label options? Also, I’ve tried to drill down, however I’ve noticed some of the “First Strike Flag Labels” from PCGS are blue(background) and some are white(background, with the exact same verbiage. Does this get offered as an option? Are certain colored labels indicative of a bulk vs private submission.
