I was a bit surprised too about 10 years ago when the U.S. Mint admitted this unseemly practice in a statement in an article in Coin World newspaper. The packing slip in each box you receive from the Mint has a “return reason” section on the bottom left side & asks if it is damage or any quality issue that you write in the box a detailed description of the problem(s) the coin or medal has. This info is used by the designated person at the Mint’s private vendor fulfillment warehouse to make the decision of re-stock the item or tag it as “destroy item & packaging”. The Mint only operates, just a few times a year, its old-fashioned furnace at the “new” Philadelphia Mint (opened in 1969) to melt these items & packaging & COAs & other unsold items after a number of years per SOP. Believe it or not, the EPA restricts the furnace use due to the major amount of pollution caused by smelting metals & the other items due to air pollution issues.

FYI,
The Mint today offered some 2020 platinum American Eagle Proof coins & 2023 U.S. Army 2.5 oz. silver medals they received back from customers – do NOT buy these as the Mint has stated a few years ago that they put returned products back in stock after inspecting them as long as they are not badly damaged. They do NOT melt them down unless they are in bad shape basically.
The platinum coin was issued 3 years ago & sold out. This morning they had about 21 coins being offered & even advertised in some of my Google news articles as pop-up ads, including the Army medal (about 30 left this morning).
