When similar coins are submitted to certain grading companies in mass, you can choose to only have higher graded coins, i.e. MS 69s and 70s, graded and encapsulated. The others are returned for a nominal fee, $5 I believe. My guess is that these coins are being returned to the mint to later be sold to unsuspecting customers. This is why I only purchase from the mint on the first day of issue. Just my 2 cents...]]></description>
