if these were ONLY released into circulation…how can they be graded as “mint state”????

How does a circulation strike W coin, placed into 2400 lb mint bags of P and D quarters, shipped to Fed Reserve Banks across the US, then shipped to various requesting banks, then placed into quarter rolls by banks for disbursement to its customers, get a MINT STATE 65/66 grade???

I withdrew $300 worth of quarters from bank of America, then $300 from Chase bank! 75% of the quarters were from the 80s and 90s! Only a handful from 2017 or newer! Dumb luck might be the answer, I only found what 7 “Lowell” quarters minted P or D I’m done sifting through a thousand quarters for nothing!
