Accordingly, the Mint reduced the relief and produced versions of this low-relief design until 1933” and “With 102 years of technical advancement over the processes available during Saint-Gaudens’ time, the US Mint was now able to create the design originally he desired”, in various forms for the UHR double eagle.

My take is this. Until the mint does a UHR version in 22 Karat Gold, it is not what was originally intended, 24 Karat Gold is softer that that might have made it easier to create a UHR version.
